Long Business Description

The RSB was established by Executive Council Resolution Number 2 of 2010 . The RSB’s vision is to become a leading example of regulatory practice in the Gulf region and beyond and our mission is to support Dubai’s economic, social and environmental objectives through development of an effective, independent and transparent regulatory regime.
The RSB works under the auspices of the Dubai Supreme Council of Energy, developing regulatory frameworks to support Dubai’s economic growth through secure energy supply & efficient energy use while meeting environmental and sustainability objectives.
The RSB supports the implementation of Dubai Integrated Energy Strategy 2030 (DIES) and Demand Side Management Strategy (DSM). By 2030 the aim is to raise energy efficiency by 30% and energy supply is to be transformed with renewables, coal and nuclear all added to the electricity generation mix, currently dominated by gas.
The RSB licenses and regulates Independent Water and Power Producers (IWPP), ensuring new entrants to the sector deliver safe, reliable and efficient services to the benefit of all in Dubai. Private sector participation in the electricity and water production is expected to bring in technology, expertise, and capital to the energy sector. It is governed by Law No. 6 of 2011.
The RSB develops and administers frameworks to encourage greater energy efficiency in buildings. Our EnergyServiceCompanies (ESCOs) and Energy Auditors accreditation schemes are designed to build trust and make the process smoother for accredited entities and their clients.Energy Auditors and ESCOs help building owners identify how they can improve energy use and deliver the savings identified.Energy efficiency can be improved if there is information available on the performance of buildings and they are audited for ways to improve energy use.Regulation has a role to play here, too.
Dubai’senergy strategy looks to increase the share of District Cooling from under 20% currently to 40% by 2030. This will need regulation to ensure it is adopted where it is the most efficient solution and that customers benefit from high-quality service and competitive prices.
